National Treasury of South Africa is looking for a competent candidate for the post of Senior Financial
Admin:
Budget at Pretoria. The candidate will be required to work in dynamic environment, and will be responsible of Finance, Administration and Budgeting process in the treasury department.
Besides treasury department, the candidate will be required to work with donor agencies and the private sector to enhance the financial potential of the public treasury in certain areas. The candidate for the post of Senior Financial Admin: Budget will be responsible for budgeting of the projects under treasury department. Similarly, Senior Financial Admin: Budget officer will be required to handle financial as well as administration issues and will be required to assist the lower staff to achieve the financial targets on time and on priority basis which is required by treasury department.

Purpose of the Role:
The candidate should have to assist with the management of the departmental budgeting.
The candidate should have to assist the managing, processing and analyzing of inputs from different divisions, and to provide the information to internal auditors, internal stakeholders and external Auditor- General and external Stakeholders in compliance with the Public Finance Management Act, 1999 and the treasury regulations of the government of south Africa.
Academic Qualification Required:
The candidate should hold Bachelor’s Degree (University Degree) from a reputable University in Business Administration, Cost Accounting, Management Accounting, Purchasing or Logistics, Internal Audit, economics, finance, policy, or other related field.
The candidate should hold minimum diploma (equivalent to NQF Level 6)
Other Qualification and Experience:
The candidate should be experienced of minimum of 3 years in budgeting, financial management or operational environment from a reputable national or international financial organization.
The candidate should be aware of PERSAL, BAS and other relevant financial systems of the government of South Africa.
The candidate must have knowledge of current happenings in the financial international and national markets.
Duties and Responsibilities of Senior Financial Admin: Budget officer:
The Senior Financial Admin: Budget officer will be responsible for many key performance areas, which he or she has to deal with. Such as:
Senior Financial Admin: Budget officer responsibility of Departmental Annual Budget:
The Senior Financial Admin: Budget officer will be responsible for monitoring of the monthly basis reports of the performance of the unit.
The Senior Financial Admin: Budget officer will be responsible of capturing departmental budget on the basis of basic accounting system (BAS).
The Senior Financial Admin: Budget officer will be responsible for ensuring that the budget information is provided in the required format and to shift funds between different programs and within economic classifications required by national treasury department.
Responsibility of Consolidate Budgetary Inputs:
The Senior Financial Admin: Budget officer will be responsible for consolidating and submitting annual basis report on Medium Term Expenditure Framework, Adjustment of Estimates, Estimating the National Expenditures, drawings, entertainment, rollovers and gifts.
Responsibility of Developing, Implementing Budget System:
The Senior Financial Admin: Budget officer will be responsible for monitoring of progress of budget implementation and will identify the possible variances against the budget.
The Senior Financial Admin: Budget officer will be responsible for preparation of monthly and quarterly reports on performances of various programs. Similarly, The Senior Financial Admin: Budget officer will be responsible for advice on further spending or reduction of budget on similar projects.
The Senior Financial Admin: Budget officer will be responsible for over viewing and management of staff in different projects of the budget section.
Responsibility of ensuring the Compliance with Public Finance Management Act, 1999 and Treasury
Regulations:
The Senior Financial Admin: Budget officer will be responsible of coordinating, consolidating and compiling monthly reports , and to ensure that either the budget cycle is performed according to prescribed parameters. Similarly, The Senior Financial Admin: Budget officer will be responsible of assisting with operational and strategic financial matters in compliance with the required regulations.
